Certificate of Professional Competence
Concurrent with the well-established and highly successful Certificate of Professional Competence (C. P. C.) for category 'C' (Heavy Goods Vehicle) and category 'D' (Public Carriage Vehicle) drivers, we now offer a C. P. C. for category 'B' (Car and Light-Van) drivers, who will - on successful conclusion of the training and assessment programme - be presented with a Driver Education Research Foundation (D. E. R. F.) Certificate of Professional Competence lasting five-years.
With effect from September 2008 to September 2009, all vocational drivers with category 'C' and 'D' driving licence entitlements are now required to take further training every five-years in order to renew their Certificates of Professional Competence; however, there was no parallel requirement for vocational drivers with category 'B' driving licence entitlements to possess a similar qualification. All assessments are conducted by accredited Approved Driving Instructors (A. D. I.) driving assessors, who hold the highest qualifications in driver training and testing; they have been recruited and rigorously tested and assessed themselves to the highest standards. Whilst it is primarily aimed at business drivers the qualification is available to anyone wishing to improve their driving standards, decrease their fuel consumption and cut their carbon footprint.
The course has been put together by Lac-Consilium Ltd and Professor Peter Russell who is a highly qualified, respected, and experienced ambassador within the driver education and training industry. He has been an education assessor (and Chief Examiner) at 'A' and 'G. C. S. E.' levels for over 40 years, and was an A. D. I. (cars) representative on the Go-Skills National Operating Standards (N. O. S.) working party (which began in 1988) on driver training when it concluded its results in November 2008.
The assessment was devised using the standards demanded by Go-Skills N. O. S., combined with Professor Russell's unique experience of structuring a whole range of professional driving tests and road-safety examinations for experienced drivers. Professor Russell and his team have produced a complete C. P. C. training programme and an associated examining/assessment system for category 'B' driving licence holders, which parallels those for categories 'C' and 'D'. Certificates will be issued by the Driver Education Research Foundation, numbered, and remain valid for five-years; however, unlike category 'C' and 'D; certificates, they will be fully and professionally assessed practically on the road. The assessment will last for between 75 and 90 minutes, the majority of which is practical but will include a theory element at the end.
This specific training and Bi-Polar assessment, devised by Professor Russell, has been tried and tested in the commercial world of fleet and corporate driver training for over 15 years and has proved successful, not only in reducing fuel costs by 15% and more, but by reducing road collisions by up to 60%.
